Only applies to sending or receiving from OSS.
If set to yes on sending to OSS, there will not be a quality check before it is sent out to the OSS.
If set to yes on receive back from OSS, there will not be a quality check after it comes back from the OSS.

By default, the system automatcially sets to bypass quality on all receive back from OSS. This is because there is more than likely another quality check before it ships. This can be turned off in the system settings.
